I think they are stating the background noise when they measured the sound output of the fan, which is pretty cool. Someone here posted the math on how the fan noise+background noise=recorded noise.

I've used automotive manifold ducting (bought cheaply at most auto stores) to create a heat-resistant tube running from the outside of the case to the cpu heatsink. It's very rigid and holds it shape. You could attach a case fan to one end and blow outside air directly onto the cpu using this method...

I was testing my new case the other day and installed speedfan to watch temps and rpms. There was a checkbox to have it adjust speeds automatically, and as the machine warmed up with cpuburn the fans also sped up a little at a time. It might be worth checking out.

I wonder if you get any turbulence noise from the rear fan being so close to the cpu hs/fan? Maybe it doesn't when only part of the fan is close like that, seems like barely half an inch there.

I'm pretty sure you'll get a lot of sound reflecting off hard surfaces, especially the higher frequencies. I think I've read of folks putting some fabric on the wall behind the exhausts to absorb some of that sound, it might help you as well.
