A couple of things to consider. 1) Power curve: - Power consumption is proportional to voltage ^2 x frequency. - CPUs and GPUs follow a programmed stepping: want freq x? Set the voltage to y. Also, be aware that Intel changes the CPU package thickness every few years. Sometimes requiring a really thin plastic spacer so you can't over tighten and crack it. Just be careful and you should be ok.

A couple of additional points.. Noctua is awesome when it comes to keeping their coolers compatible with current CPUs. You can use Nvidia's driver manual lookup tool to see if a gfx card is supported by a recent Windows driver. Also, remember that PWM fan header is expecting sensor feedback from only 1 fan. So, if your splitter isn't a specific PWM one where one side acts as the master and the other is the slave, then you'd need to clip off the sensor pin on one of the fans or the splitter sides.
