it is odd to see people try to disable the core, most people have problem to enable. Intel cores are glue together and amd's are separate, so I guess by doing so, amd should save more power than intel.

passive cooling does not help the NB cooling too much, I usually add a 4*4 fan on the Nb heatsink( cheap way) or change to aftermark heatsink.

You should only worry about the loading temp not the idle temp. Typical cooling problem are seating the heatsink correct and apply correct thickness thermal compound. you can try to use popular core temp to monitor the temp, it also show the max cpu temp, so you can get some ideas about your cpu lim...

Aother one may work is Jetart JACSH1, it is cheap but the 3000+ rpm fan is not quite at all, undervolt to 5v and my 6600 gt AGP IS 66 degree c at load.
the agp video card has a bridge heatsink, so the choise is very limited, zalman is better choice.

be carefully to add a "quiet mode" resistor, make sure it can handle the heat generate by the current pass the resistor, and if you add too much resistance, the fan may not start everytime.
