I suppose that my system power consumption is about 150W in idle mode. Unless you have half dozen HDs and lot other extra stuff that kind idle consumption is quite impossible for normal PC. That PSU @ 150W has an exhaust @ 37°C, so not so far than the 38°C of mine Didn't notice intake temperature...

Generally exhaust air flows at about 38°C. Ambient temperature is 24°C now. "Minitower"... It's such small case that without seeing insides it's very hard to say how normal ATX PSU fits into it, PSU might be in front of motherboard and CPU, or then it uses microATX motherboard which is lower and PSU would fit to "normal position". Even 300W PSU would be well enough for that...

Check does PSU give stand-by voltage. It's should be purple wire next to gray power-good signal wire which is propably thinner than others. In case of older 20 pin connector it's second wire in line starting from yellow 12V wire. With newer 24 pin connector it's fourth wire in line with yellow wires...

That 30A is for whole PC and for cheap generic PSUs. X1950 takes about 10A from 12V at maximum. Lot depends from CPU you have, P4's are power hoggs and need around 10A.
