I quieted my noisy Dell with a Zalman laptop cooler. It keeps the notebook cool enough so that the Dell fan never comes on at all. And the Zalman fan is a decent quiet one. Zalman really works well, and pretty quiet.

I have that Zalman cooler, and I like it. I have a Dell laptop that is too noisy. The Dell would warm up enough to cycle the fan on and off, even when idle.
