if you just hold the fan with cable ties there is still electricity going to the fan motor, this is converted to heat and will eventually burn out the windings. I would remove the fan rather than stop it with cable ties. If you have some other exhaust in your case, cold air will be sucked in through the PSU. That should be enough for 100W.
