I have Asus P5K-VM motherboard and the harddrive is set to first boot device.
Still, it seems like bios, during post, always looks for a bootable CD in the DVD drive, hence some "screech" noise can be heard at every boot time.

Noctua 1200rpm in my HX520 works fine too. I use less than 200W, and the PSU fan control stays stable at 3.8V.
Of course, if you are going to put your PSU under heavy load, you should perhaps chose a 1600rpm fan, to be on the safe side.

Any of the PSU:s you mention will do fine, but don't take for granted, that you won't end up, swapping fan in the new one too.
I have done that in one Seasonic and two Corsairs, because they showed up to be the noisiest part in my setups.

I would remove the fan rather than stop it with cable ties. If you have some other exhaust in your case, cold air will be sucked in through the PSU. That should be enough for 100W.
