You are right to be concerned: not sure what the latest spec is but ATX12v v1.3 said +-5% which would be 11.4V minimum. My motherboard only supports voltage control and not PWM on the System fan, despite having a 4-pin header. What I discovered is that my Abit has a BIOS option for 3- or 4-pin support of the CPU header and that fancontrol profile is different depending which BIOS option is selected ( see post here )...

Umm - what are your ambient temps? Room temp, case temp (put a probe about 4cm from the intake of the CPU HS fan) etc. Are all your fans blowing in a sensible direction? What temps are reported in the BIOS? (Is your s/w reporting package duff?) All basic stuff but for the purposes of elimination ......

... so I swapped it out for a 100mm Scythe Kaze Jyu 1000 RPM slim fan (SY1012SL12L). The motherboard apparently can't detect the new fan. The problem is that many older mobo/BIOS cant conceive a slow running fan, and so assume that a reading as 'low' as 1000rpm must be an error and report 0. Somewh...
