My old Asus m2n4-sli is good in this regard.
The 4pin CPU fan header also works with 3pin fans.
In the "silent" mode (there is also performance and optimal), it lets my 1200rpm fan spinning at 750rpm.
The chassis fan header also can control a fan.

Asus HD4670 has a very good heatsink/fan (Arctic Cooling Accelero L1), capable of cooling 8800GT (v.g. ECS and Inno3d). Probably it's better than the Powercolor one (ZEROtherm "Professional Cooling System").
It doens't have two DVI ports, though. (1 HDMI, 1 D-SUB and 1 DVI).

Including the (in)efficiency of the PSU, the XPS 410 consumes 240W at 100% CPU.
And that's with E6600 and 7900GTX.
Probably with your E6300 and a 9600gt it won't be higher.

I don't care. Here in Brazil we don't say "America" to refer to USA, we say "Estados Unidos" (United States in portuguese). But, because "estado-unidense" - wich is one of the possible gentilics in portuguese - sounds so weird, we say "americano" (american) to refer to a USA born person, or a thing ...

Sometimes the fan has all the 3 conector, but only two wires are soldered (the black and the red ones, which are necessary, the yellow for monitoring is not needed). You can solder the yellow wire.

Yes, it's possible. I did it many times.
Yellow wire is just for measuring rpm, not controling it.
The variation in the 12v wire (the red one) is what determinates the speed.

Yes, it can control both types, PWM and 3-pin.
There is one part in BIOS that says "CPU Smart FAN Mode", and by default it's set on AUTO, so it will recognize the type of fan you plug in the header, you don't even have to bother about change it in the BIOS.
