Thermalright is more reputed for OC cooling, and to have the first place in perfomance even being pricey...
The fact is they lost that edge in VGA cooling (and direct touch heatpipe), until maybe a review of the T-Rad. ^^'

They are good, but not very good.
I had one with a Antec Solo, and replaced it with a Arctic Cooling 12L sensitively quieter.

You can add the QuietDrive 3.5" on the 2.5" with a Spinpoint M(22-26 dB).
But a Spinpoint S(24-28 dB) would be cheaper.
