I recently purchased this FSP300 as a replacement for the stock PSU in my Silverstone LC11. It's currently about a meter away from me while in use in my HTPC and I cannot hear it. The fan control seems very smooth to my ear.

Unfortunately, I do not have any expertise in measuring efficiency.

Sundial-Micro still has stock. I have dealt with them on several occasions since they are local to me. They are also right down the freeway from the local Silverstone office.
