PSU's from PC Power and Cooling are silent, and very reliable and are better IMO then Corsair PSU's.
The only reason I would buy a Corsair is for their Modular PSU's.

That is good way to test it. 400-500 yens doesn't sound awfully big sumn of money. Yen to dollar changes between $.85=100yen to $.94=100yen on avg.
