Does anyone have any opinion on the Scythe PSUs? Particularly the Scythe Stronger line?

Don't go with a smaller fan. Look at the SPCR recommended fan list. http://www.silentpcreview.com/article63-page2.html Typically a Scythe, Noctua or Nexus fan running at 7v will be a good bet. I don't think the CPU is the issue though. I wouldn't use anything with a TDP over 65W with your goal though. The issue is that gaming graphics cards consume a lot of power in idle or load. Here are my recommendations: Get a tower heatsink that will fit your case. An E5200 should be easily passively cooled by something like a Xigmatek S1283 (unless you are running at full load for many hours). However, I'm not sure if you can fit one of those in your case. Ideally, a Scythe S-flex 1200 or 1600rpm fan. These have FDB bearings which are more reliable than sleeve bearings. But lots of people have used sleeve bearing fans (cheaper) w/o reliability issues.
