My solution for you.
Download msi afterburner.
Set user defined fan speed.
Set fan speed to 0% from 0 to 60C, evenly scaling from 60C up to 85C.
Bam, quiet.
asus gpu tweak does the same thing, it's just more awkward
Undervolt -0.385v if you can

Re: Real silence - move your PC to another room!
I actually moved my computer to a plaster closet, around a small corner, since the closet is wider than the door. I can still hard drive noise when it comes on from sleep, and my DVD drive can be loud sometimes, but besides that, it's quiet. I actually turned my fan speed *up* because it was warmer ...

not sure why anyone chooses c14 over the better and cheaper d14, but... i wouldnt bother upgrading those fans... they might not be the absolute silentest, but theyre close, and will stay that way forever
a lot of silent fans get louder over time
drop them down to 600rpm and you are golden

Re: Noctua NF-F12 pwm 120mm fan ticking noise help
i actually have a nf f12 on a hyper212 evo it does *not* tick, but it does resonate a lot at upper rpm, make sure you use the included rubber mounts and 7v cable that it comes with. That limits it to 1200rpm at max, and then youll never have issues. in general at 4.2ghz i sit at 800rpm prime95 at 70C

Re: A non-standard fan control technique
what would be truly optimal would be 0 to 75 at ~1000rpm, and then scaling up or down to maintain a static 75c, so if it hit 76, bump fans up 50rpm, hits 74, drop fans 50rpm, min 1000

A non-standard fan control technique
I realized something... gradually scaling fan speed up with temperature doesn't really make sense, for video cards. This also can apply to CPUs, with different software I took msi afterburner (I have a msi geforce TF 660 2gd5/OC) and set fan scaling to minimum, from 0 to 60C, and then from 60C to 80...
