I wouldn't trust too much coming from this guy he thinks Vantec Stealth fans and power supplies are quiet.

They are not necessary, but certainly preferred in order to maintain positive air pressure. Positive air pressure is important with the lastest quiet PSU's. These quiet PSU's generally do not move much air, and negative air pressure can cause the airflow to come to a halt. That answered my question...
