The machining process will make the pattern uniform across the surface. If you can actually feel them then then that's pretty poor quality. You should see a dramatic improvement if you lap it.

I would say your fan is not running at 12 volts with those temps, CPU seems very high. I would suggest getting a 3 pin-4 pin splitter and running the fan off your power supply directly.
