I had a SS400 A2 that ran great until I changed to a high power graphics card. With the larger load the psu fan started ramping speed and would go between 1400 to 2800 rpm. I have an Antec 380tp and have measured the fan only connector at 5.25 to 5.5 volts. This may not be enough to start the 120mm case fan all the time. Try connecting the fan to 5 volts on a molex connector to see if it starts. You may need to use a fan controller like the zalman fan mate, <10 dollars.

Hey alexb, They are made up of two pieces, a pin and a socket, which are reusable. The part you see acts as a pin, which pushes into the socket part to spread the plastic.
