for your problem 2) : you can cool your northbridge chip passivly
with the Zalman ZM-NB32J:



it doesn't costs much and doesn't need a fan, so it is really noiseless!

Maybe there is a difference between papst and as i
sometimes read pabst?

my cheap ass heatsink on my amd k6/3 400Mhz is cooled
by a papst fan (40x40) @ 19dB and it's really inaudible,
i can't hear any clicking sounds, but that can be a result
of other (read: loud) noise-makers (my psu and hd)...

Some pc-room at my university are now equiped with new dell optiplex computers and they are really quite (and there are !!+40 pc's in each room...)

which psu is the most quiet? The seasonic, the Qtech or the zalman?

I hope the zalman because here in Belgium, seasonic en Qtech aren't avaible in the pc-shops...and the zalman costs almost 90euro = 90 dollar
