I have the same problem. It's very common on nForce2 mboards, especially. The PSU doesn't factor into it at all. I set mine to power down after 2 hours of inactivity. Starting up a drive is kind of like takeoff for an airplane. Either on the ground, or cruising, things are just coasting. But takeoff and landings are very stressful for the hardware. I wouldn't recommend powering up/down a drive more than 3 or 4...
