Max speed is suppose to be 2100 RPMs and my mother board is reporting it spinning at 740 RPMs at the moment.

If you are sure you have an AGP able to do at least 4x then the 7600gs linked above is the answer. If you only have PCI then the 1300 is the fastest card you can get and I found that this one is passive.
