Ok, so I finally got my board to drop the voltage at idle. I had to set the voltage to normal, set the offset to 0, set the voltage leveling to preset 5, and had to use auto for the power saving features rather than enabled. The graphics in the Pentiums and Celerons is Intel HD1000 graphics which lack the post processing features of HD2000 and HD3000. That may not matter to you much, but do understand that a Celeron won't display the same picture as an i3.
