I would definitely try to stay below 80c, I think the Athlons can go to 90c but you are really shorting the lifespan of the chip. I'm also in Minnesota.

My friend had a Mac Cube and I used it on occasion and it was fine for offices apps, but if you did something CPU intensive it very hot fast and soon bogged down. The HD and DVD were louder than my current system, but it was a open box.

VGA Card

You don't need to buy a low end card, I have a Radeon 9700 and I run the fan off a reostat usually at 5 volts and it is pretty quiet and my card temps are fine. If I play a video intensive game I turn up the speed.
