It probably puts lower voltage to the fan than 12V, He said in the review that the fan put out 24 CFM instead of the 62 CFM you quoted for the fan at 12V. You could always put an 80mm fan on the SLK900, The 92mm overhangs a little on each side of the heatsink, the 80mm would not do that and just push air through the fins. I have used dual Panaflo L series 92mm fans for the intake on my computer for two years now. They are fairly quiet (for dual fans) when running 12V but come into their own when driven at 5 to 7 volts (running off the fan headers on the Antec Truepower PSU) Very, very quiet then.
