At 17 watts I think it would be a good idea to have a fan of some sort. Any 5v 80mm fan should do just fine and be almost completly inaudible. Without the fan you run the risk of killing the CPU in a blaze of glory.

Personally I would not think it's worth it. Just get yourself some wire ties and coil it up neatly once installed. Just seems like there are too many things to go wrong.
