Where are you from/where are you ordering from? You copy-pasted "Passieve Koeling" (a.k.a. passive cooling)... are you Dutch by any chance? If so, you can get most parts quite a bit cheaper by surfing around a bit... might even save you enough money to get that X2 (which would be a good investment)....

Have you tried CrystalCPUID? It's software-based but the result is the same: dynamic undervolting & underclocking. FWIW, my 3000+ E3 runs at 230 MHz x 5 at 0.9V while idle and at stock voltage and multiplier at high load (230 MHz x 9 x 1.4V). Not the max OC probably, but it runs very stable at this ...
