Seems it really is the PSU in your case. You could try some of the often mentioned BIOS tweaks concerning CPU idling state, or simply send it in for a replacement.

I only used OS/2 in its short prime that was version 3(Warp), but I used it a lot because it was great. It came out before Windows 95 and with a little extra RAM in the machine it ran almost all Windows 3.1 applications as well or better than Windows itself. I even ran some CD based DOS games better...

Good news. Especially as the beloved HR-02 Macho seems to have gone the way of the Dodo bird. And the fan that comes with the Mugen 4 is also nicer with a lot lower RPM floor. I feel they could have allowed it to be a little bit taller though with recent years case designs.
