<br>As they are advertised as very quiet due to their "Ultraflow" cooling mechanism, I'm considering buying one of these low-spec bare-bones as a start-off point for a quiet pc.

Selected models of the Vectra vl420 and e-pc 42 models have low dBA specs, under 30. They are probably fairly quiet. Chec specs at HP on the particular model & config before you buy.
