Steps:

1. Build sig box in a crappy 0.6mm steel case with Intel stock HSF, 92mm exhaust, and 80mm LOUD intake.
2. Swap intake for some random quieter fan.
3. Swap intake again.
4. Get the Zalman HSF.
5. Swap intake AGAIN, as I can now hear it over the CPU fan.
6. Give up and remove the intake fan.
7. Swap exhaust.
8. Swap exhaust again.
9. Swap exhaust AGAIN.
10. Decouple the HDDs on Blue Ice on the case floor.
11. Build a PSU duct to improve PSU temps.
12. Buy my current aluminium case.
13. Spend all night after I get it, building silencing solutions.
14. Finally go to sleep.
15. Suspend an 80mm fan in front of the HDDs, because one of them is pushing 40°C.

Anticipated near-future steps:
Line the case with foam.
5v mod my intake fan.

I've spent about $90 total, only about $35 not including the case because that purchase's primary purpose was not silencing.

Now I am right back to the beginning again -
Noisey PSU - 2 x loud video cards - etc.
My latest build which has cost half a kings ransom (a couple of grand anyway)
Has turned out to be my loudest yet !
NOW - the silencing cycle begins again .
Maybe we should start "Silencers anonymous " or something like that.
