Looks like Mr Dyson has generated a decent amount of interest - who is going to buy one first and donate it to Mike C. for a silent test?

While that fan isn't silent, it's certainly possible to make one that has no moving parts. Look into ionization fans. However, these have a few disadvantages as well, such as generating ozone, running at high voltage, not generating a lot of CFM for their size, and likely being impossible to find in a form that would easily fit into a computer case.

So in a nutshell, you're better off spending money on really quiet fans that have moving parts.
