+1: GPU-Z works as well as CPU-Z, but I think the Windows Device Manager is a more straightforward option (it doesn't require to install any 3rd party software).

The psu stopped working so i can't open my pc. That is why i am looking for a new psu, quiet this time, very quiet, as quiet as possible maybe a fanless and only as many watts i truly need. I am posting from a second pc.
So my graphics card is "Radeon X800XL 256MB V/D/VO".

Ok, as you already said, your expected power draw should be around 200W under load, though CPU power requirement may vary (from 55W to 89W, but probably your CPU is an 84w Prescott, LGA775 Pentium 4 5xx).

Looking for a 150-200W quietness range I'd advice for the Be Quiet Straight Power E10 400W if you are/buy in EU. Otherwise you may look for some EVGAs (SuperNOVA 550 GS, SuperNOVA 650 GQ, SuperNOVA 650 G2), some CM PSUs (G450M, V450S, V550S), some Corsair units (CS450M, RM450, RM550x), and surely there are some other else (I quoted some less expensive models among the quietest PSUs, but there are better ones).

Smaller PSUs (Chieftec SFX-350BS, Silverstone SST-ST30SF, Seasonic G-360) may fall short, mainly depending of ambient temp, if utterly quietness were required: otherwise they should be considered favourably.

Are you sure the PSU (only) is dead? Given we're talking of such an old rig, it may be the motherboard dead as well: did you try a "paperclip" PSU kickstart?

Is this true: Be Quiet Straight Power E10 400W: 10dBA (20% load) 10.4dBA (50% load) 11.7dBA (100% load)?

It depends of ambient temp, but it's not unreasonable.

I read at spcr (Power Supply Fundamentals, page 5, http://www.silentpcreview.com/article28-page5.html) about EFFICIENT POWER SUPPLIES THAT DON'T START. Is there a possibility to have such a problem with "Be Quiet Straight Power E10 400W" on my system?

AFAIK no, there isn't such possibility (to incurr in the specific issue described into that article).

What is the difference between "Be Quiet Straight Power E10 400W" and " Be Quiet Straight Power E10 400W CM" and what does "BN230" mean?

CM has modular cables (so you only have to connect the ones you need and leave the rest in the box). BN230 is the model number. Straight Power E10 is the marketing name.

Though CM actually stands for "cable management" (modular cabling), that Be Quiet Straight Power E10 400W CM does not exist.
