Intel Core i3-2100T & Core i5-2400S Low Power CPUs

Hi, im new.
I've seen this article:

and i have some doubts.
I want to buy this PC:
Intel i3 2100 (o 2100T)
Asus P8H61-M LE
1x4 gb RAM
500 gb WD Hard drive
(may be Radeon HD 6670, not sure)
23" LED monitor
In the article it shows that the power consumption between Intel Core I3 2100 and 2100T is not too much, never the less, the tdp diference between them is about 30W (2100 65W and 2100T 35W)
I was wondering why if there is 30W diference in their TDP, the review only shows 12W difference at full load.
Does it worth it to buy a Intel Core I3 2100T rather than a 2100, just becouse it consumes a little less power?
I will be using it for games (basic, nothing extreme, just to pass the time), Autocad 2D, Excel (macros, vba), Office, Watch HD videos and internet. And also want a low power-consumption PC.
does the cpu and gpu rally work at full load while playing games?
