I discovered SCPR not long after I built my previous computer, back in 2004. Here's the ingredients to a 'quiet' P4 Prescott, built mid-2004, slightly modified along the way...
Pentium 4 540 3.2 GHz
Zalman CNPS-7700 AlCu
Asus P4P800 Deluxe (re-used)
2x1GB DDR RAM (added 1GB over time)
Asus ATI Radeon 9600XT 128MB (silenced by simply pulling the plug on the gpu fan - don't try this at home, even though it has worked without a glitch for nearly 7 years)
WD360GD Raptor 36GB enclosed in a SilentMaxx HDD Silencer (re-used later)
Samsung SpinPoint? 160GB
(Samsung SpinPoint? 200GB added later)
Chieftec Dragon Maxi
Old school noise dampening foam
Antec Phantom 350 (added a few months later, Antec replaced it with a Phantom 500 for free when it died 2 years later)
2 Papst 80mm fans, both controlled
