computer enclosures when built properly can stop a lot of noise and bring the noise levels down heaps,
http://mtrs.org/MTRS/noisecontrol.html melchoir's research assignment shows this very well, a basic enclosure has a hole in the bottom with a non-direct airflow path for the intake and a hole in the back for cables (non direct as well) and for ventilation, u need to make sure the air (therefore also the noise) doesn't come straight out of the case but has a few twists and turns to go through 1st, so that the noise get's attenuated on the way out as well
