I had another post about this a while ago....here it is again with photos.
Adding weight to vibrating parts will lessen the vibration and the noise. Here's an easy way to try it out on fans, maybe hard drives, maybe noisy, vibrating cdroms. These are stick-on wheel weights, used to balance aluminum wleels without an edge for standard weights. You can buy a package of these at auto parts stores. You might be able to talk the guys at a tire store out of a few for free. They're fairly cheap.
One strip is 6" long, 1/2" wide, and weighs 1/4 oz per segment. The strip bends and cuts easily. Two strips fit on an 80mm fan, adding about six ounces of weight. This may be enough to dampen a slightly out-of-balance fan.
They're an easy install and may help your quieting projects......

This is not to be confused with balancing fan blades!
Adding weight to an object increases it's inertia (an object in motion tends to remain in motion, an object at rest tends to remain at rest). The weight increase would reduce the objects' tendancy to vibrate because of it's resistance to move (inertia). More weight, more inertia. This has a point of diminishing returns though. If your PC weighs 300 lbs, forget about LAN parties!
