All cases are inherently silent, it's what you put into them that make the noise. Sound dampening has limited usefulness compared to using silent components in the first place.

Hear hear. First ensure that the components are chosen carefully. Then, as a final and optional step to silencing the PC, look to improving the case with mass damping and acoustic foam, to contain and/or disperse the last remnants of noise from the system.
