Hard drive noise problem

I have a bit of a noise problem with my hard drives. I have four of them and soft mounting them with elastic did not make much of an improvement, so I am guessing that most of the noise is not from vibration.
Most of the noise from the drives is in the mid-tone range, but there is a slow high-pitched pulsing that is very annoying.
Does anyone know of a good internal HD enclosure? All the enclosures reviewed on SPCR seem to be external (unless I missed something). Would they even work with this many drives?
Would I be better off just upgrading to quieter drives?

Hard drives:
WD1200JB (ATA 120 GB)
WD1600JD (SATA 160 GB)
WD1600JS (SATA 160 GB)
WD400BB (ATA 40 GB)
Case: Cooler Master Stacker 830
PSU: PC Power and Cooling Silencer 470
Motherboard: MSI Neo4 Platinum
CPU: Athlon 64 3000+ with stock HSF (next project...)
Video card: Gainward 6600GT with Zalman VF700-Cu
