How to configure SpeedFan and CrystalCPUID, so that :

- they start @windows start with correct settings.
- resticted users cannot mess with their settings.
- admin can tweak them.

Any other programs that do the same are as good for me.

I don't think you can do that. Those programs were just not designed with a multiuser environment in mind.

You could probably forbid some users from launching them, but I don't think there's a way to prevent 'unauthorized' modification of the configuration.
