Need recommendation on simple graphics software w/o Layer

Need recommendation on simple graphics software without Layers
I need to get a very simple graphics editing software that can do the following:

-) simple cut & paste w/ the rectangle tool

-) allow me to have a PASTE NEW button on top or some way to edit that button bar to include a PASTE NEW button

-) be able to draw thin straight line

-) has a simple resize canvas function

-) Has the means to open a no. of JPG on different windows and be able to cut & paste some parts of each JPG together on a new JPG file

The old software that I used is version 1 of Foto Canvas back in 1996. But this software uses old DLL, once I install new software unrelated to this software, FotoCanvas locks up.
Its new ver. called CanvasX, but it come with layer and too complex to learn.

Surely there has to be simple, small graphics software that can do the above simple functions? In particular, I really like this old software "paste new" function, as I paste anywhere from 12 JPG to a few hundred JPG on a day.
