I used to be able to up or down rate user comments, now I can't rate them at all. I can still post comments and replies, but I can't rate a thing.

Trying to find where to complain to is ridiculous. I never use my gmail account and nobody knows that password.

Depending on who you find credible in that chain, it's either a blanket ban on an address range (some guy claims no one in his house can rate, might be just 1 IP on NAT though) or a problem with loading the components and a refresh may help under certain conditions.

Personally I've never come across this.

I'm guessing there are people who are banned via complaints. Even when I could vote I found some originators did not allow me to post, they are actually allowed to be selective who comments on their material.
