I want a monitor that doesn't have higher resolution than 1900*1200(because huge framerate drops in all future games if on max settings) and that is IPS, TN panels have horrible lighting/color uniformity, you slightly adjust in your seat and you lose lighting.

I was thinking about this one but given how it was released almost 2 years ago and it has some troubling cons I was wondering if something better exists now for the same price range.

Also I'm not sure about cons in that review, it could be that you don't notice any of those things...

Is there anything else in this price range? Lenovo ThinkVision LT2452p maybe.
Which of the cons is particularly troubling for you?
Color calibration? If you're a photo pro you almost always need to calibrate your monitor. Colors are a little cold on my IPS screen as well, but nothing that bothers me for gaming, watching movies or surfing the web.
Ghosting? Really noticed in two movies with very fast scenes that are all grey, but nothing that comes to mind that makes me wanna trade for TN. IPS is slower than TN for FPS gaming only I would recommend TN.
HDMI input? If you need it, it could be a deal breaker, but the monitor has DVI, Displayport and even VGA in, HDMI is for consumer electronics, 16:10 screens are intended for office.

I actually mainly play RPG and strategy but if I want to do something like Borderlands 2 or Dishonered would it be a stinker?

Also I forgot some special panel which is exclusive to one company, anyone knows what it is, it is suppose to merge the best qualities of IPS and TN., as I understand it VA is worse than both of them..

I played Borderland 1 on an IPS panel and it was fine. I think dishonored will be fine, too. The panel being a little slower just means if 5-10ms (in an FPS) makes a difference, get a TN panel.
PLS is what Samsung calls they're version of IPS. Maybe best qualities of both just means integration of overdrive for an IPS panel, which newer panels can do.
VA has better black levels than IPS (at least in theory), but I don't know if any new panels have been developed or made it to the market.
Lighting uniformity has nothing do with the panel, but the overall quality of the monitor. Better monitor with TN panels can have good uniformity. Color desaturation when viewing the monitor from an angle is much more pronounced in TN panels, some laptop screens even show inverted colors when viewed from below.

So basically you think this monitor is higher quality than average for that price range and for all non-professional uses?

Not that I'm aware of. I'm very pleased with my U2412M.

Does anyone know of a website that lists all 120Hz monitors, weirdly in any store I looked "Hz" value is not mentioned at all.

Do you think this monitor is better? It certainly is a lot cheaper.

U2312HM is 16:9 and 1920x1080, U2412M is 16:10 and 1920x1200. I think the latter is better.

HP make a rather good 24" IPS in my experience (an older model that they've since replaced) the downisde I would say was a rather confusing and annoying input selection.
