Passive cooler for ATI X1650?

Looking for a dirt cheap passive cooler for my ATI X1650.. is there anything out there for 20$ or less shipped?

I'm sure you can find people selling AC Accelero S1 for ~$20 used.

Can I run the S1 passive with no problems? Air flow is pretty good in my case.
