lower voltages and clocks = less heat and less power consumption but also have slight affect in game speed. Easier to cool but slightly lower. How much slower depends on core architechture, speed of the memory and memory modules etc... But around 300 Mhz difference in memories is quite a bit.
Don't worry about asking "dumb questions". There is no such thing as dumb questions, just peoples who do not know.

Well I'd think of profiles... like activating normal settings for gaming use and using underclocking for 2D work...

After reading the 4650 review today, it is hard to recommend any of these 46x0 cards unless you know the manufacturer has in fact implemented the voltage reduction at idle.

Do you know of models that have voltage reduction implemented? I'd guess the Sapphire Ultimate do, but that's a wild guess...

I would go with the 4830 OC by MSI.
anyone who talked this much about getting some performance tweaks from the 4670 by getting a nice gddr4 on it....
they should just get a 4830 OC by msi. I wonder though if S1 fits it. that, along with the double fan thats optional, would make the best of all worlds. It also kicks the 3870's ass in major way.
the msi OC versions have much more effecient power systems on them, high quality components. If my waterblock fit that, I would have chucked my 3870 by now.
