I've used that ZM17CU cooler on lots of cards, including the Radeon 8500 128MB Retail and the TI4600 cards. Except for one time, I've always used a Zalman bracket with undervolted 80mm fan along with this cooler, which (with the right fan) is nice and silent. The only card I've used this cooler with, but fanless, is a Radeon 7500 Retail which works great too.
Once I needed to remove this fan after the thermal epoxy had set for about a year, and with a quick twist of a flat-head screwdriver underneath, it popped right off without leaving any epoxy behind on the card (there was dried-up epoxy left on the cooler though). Since this was the only time I've removed one of them, I don't know if it is always that easy to do (?)
It's a good cooler, and I'd use a Zalman bracket with it when the video card is GF3-class or above for sure...
