From researching the HD 7750 is an ok low powered GPU for somewhat over $100.
Max TDP: 55 W

I found Newegg is selling 3 Fanless version of the HD 7750
http://www.newegg.com/Product/Productco ... -417-02%23

PowerColor Go! Green Radeon HD 7750 AX7750 1GBD5-NH Video Card $119.99 + 6.98 Shipping = $126.97
HIS iSilence Radeon HD 7750 H775P1GD Video Card $117.99 + Free Shipping = $117.99
SAPPHIRE Ultimate Radeon HD 7750 11202-03-40G Video Card $124.99 + 4.99 Shipping (- $10 Rebate) = $119.98

The only one with newegg reviews is the SAPPHIRE version which seems good except for the drivers.

FWIW, My old machine is a 9600 GT: ECS N9600GT-512MX-P GeForce 9600 GT 512MB 256-bit GDDR3 PCI Express 2.0 x16 HDCP Ready SLI Support Video Card. http://www.newegg.com/Product/Product.a ... 6814134040

The Sapphire card seems to be the only one with reviews out there at this point in time. Reviews are positive.

The fins are aligned differently on the heatsinks. Pick the one that matches the airflow in your setup.

TigerDirect has the one WITH fan HIS (H775F1GD) for $71 right now after rebate. WIth a low-power card like this, does the fan still make a huge difference in terms of noise?

I don't know what you mean exactly by "difference" but you can be assured that it makes noise. I've seen low end video cards equipped with a tiny HS and a an equally small fan that are nasty noisy. The fan on the particular card looks decent enough; does it make more or less noise than a different fan-cooled 7750 from another brand? Who knows until they are tested?!
