Alternative to CCC that allows a fan speed of zero?

I want Speedfan to control my video card's cooling but the card seems to be generating its own speed signals in addition to Speedfan.
Catalyst Control Center is good for boosting performance but it doesn't allow for a PWM value of zero to counter the card's defaults. Does anyone know of a program that will override the card's fan settings and maybe overclock it as well?
