Before deciding the fans, decide how you going to control the fans? Do you want the PWM of the videocard to control them or your fine to run them at one speed undervolted or thrrough a fan controller?

I not sure yet, but I think I want to control through the integrated fan controller in Fractal Design Define case decide to buy.

We'll I would be sure first on the fan control.

If I were going controlled by the gpu, the I would go with nf-f12 pwm or nf-s12a pwm. But I would cross check if the 290 don't have any lower rpms limitation or if in fact or could control standard pwm fas.

If you are going with the fractal fan controller, then try to get fans that undervolt low. Fans that come stand out, scythe gentle typhoon 1150rpm version, nexus basic 120, noiseblockers m12 should be a decent option.

Every card today has pwm fan control. Even speedfan works great with amd. This is a must adapter - http://www.quietpc.com/gel-pwm-vga-cable

Another splitter would be needed for multiple fans. I have two f12 pwm that don't need splitters.

No, the faster they spin the more noise they produce, as all fans. Depending on the ambient noise, other components, positions, and type of enclosure... those noctua are inaudible below 500rpms, very quiet below 750rpms (i can hear them but still quiet), above 900rpm to me they are noisy, at max speed they are loud. SPCR didn't like that much the F12, but according to noctua they are more meant for heatsinks, while S12A are more meant for case fans, as they struggle when placed on slots where there is lots of restrictions, but depends on each situation.

I think this cooler would do reasonably well with the NF-S12A at 900 rpm or lower and I think Nosieblocker Multiframe M12-S2 controlled by the fan controller in a Fractal Design Define Case would be as good a choice.

In this reviewof the Raijintek Morpheus they used Noiseblocker Blacksilent Pro PL2 fans.
