While waiting for aftermarket cards to arrive, here's a nice article on undervolting the card @ hardwareLUXX. With the provided sample, they were able to drop 70W and still get a bit of overclock. Looks like there could be some nice headroom.

Back in the day I tried undervolting with MSI afterburner, but every single time I've failed. The cards (R9 290 and RX480) might have been stable under desktop, they might have been stable under certain workloads, but inevitably, sooner or later they would crash the computer. Maybe wattman tool would do a better job, but my current card RX480 is pretty darn efficient already.
