At least the loudest thing in my system other than my hard drive when it's being accessed. Didn't find answers to this in a search...any suggestions on making this thing quieter?

The ATI 9600 Pro doesn't have the mounting holes around the GPU, though.

It most certainly does:
Ati 9600 Pro 800x600 image
As far as I know all current Ati products have to the mounting holes, at least I've never seen one without.
