Opinion: I don't think it will be sufficient for a 9800 non-pro. Might be sufficient for a 9200 Pro or something but not for a high end 3D card.
I really suggest a Zalman heatpipe cooler along with the fan. The stock heatsinks are just too small. With a heatpipe cooler + 120mm fan you should get some very impressive overclocks with full stability.
