What's the coolest small pre-made?

What's the coolest small pre-made?

I'm looking to get a cheap, small and most importantly cool-running computer to put inside a cabinet. It is for my wife and all she does with it is surf the Net.

Since it will be inside a cabinet with so/so ventilation, and running 24/7, I guess it should have active cooling on an already very cool-running CPU.

I don't really feel like building a PC for Web surfing, so I would prefer a prebuilt.

I'm looking at maybe the Dell Vostro 200 Slim Tower:
Intel® Pentium® Dual-Core E2140 (1.60GHz, 1MB L2 Cache, 800FSB)
1gb RAM
$379

That might fit the bill but I've been out of the market for a while and I don't know if that processor is cool enough.

Any suggestions?

You know, part of the design research led to their choosing a regular-sized case for components which'd fit in the dell linked in the first post. Apparently WalMart customers (on average) equate power with size to such a degree that they wouldn't buy a small form factor version in meaningful numbers.
