Need QUIET psu for iDeq 200n.

I have an older iDeq 200N SFF computer that has two noise problems. First, the psu is noisy. I'd like to use it as a HT box, but the psu is putting out right at 75 db as measured with a radio shack sound meter. The psu that came with the barebone is an Enhance ENP-3125 rated at 250 Watt I'm having problems finding a quiet replacement since the psu measures 155mm x 80mm x 55mm, with does not seem to be anything near a standard size.

Also, the cpu cooler, which I believe to be a Zalman CNPS 3100OPLUS, is a large finned heatsink wih a copper heatpipe formed in a "U" shape and running thru the heatsink perpendicular to the fins. The fan in this cooler is, as near as I can tell, a 60mm fan and is putting out 67 db.

Can anyone suggest replacement quiet replacements for the psu and the cpu cooler fan?

I'll appreciate any help.
